PUBLIC PERCEPTION ON REINTEGRATION OF CAPTIVE FARMERS LIBERATED FROM BOKO HARAM INSURGENTS IN MONGUNO LOCAL GOVERNMENT AREA, BORNO STATE

Abstract
This study examines the public perception on reintegration of captive farmers liberated from Boko Haram Insurgents in Monguno Local Government Area Borno State. The objectives are to: identify the reasons for reintegration assess public perception on family reunion, assess the public perception on economic empowerment, and examine the challenges confronting reintegration of captive farmers liberated from Boko Haram Insurgents in Monguno Local Government Area Borno State. The study adopted deterrence theory. The study adopted quantitative and qualitative research methods. The study utilized primary and secondary source of data. Structured questionnaires and key informant interview guide were the instruments for data collection. The study used sample of 150 drawn from the population 218,000 people and 20 respondents from population of 240 staff of Borno State reintegration programme and simple random sampling technique was used. The study reveals that the reasons for Reintegration of Captive Farmers Liberated from Boko Haram are sustainable peacebuilding, restoration of socio-economic activities of the communities destroyed by Boko Haram, to end stigmatization among the people and to enhance community resettlement. The study further shows that the poor quality of pre-registration data collected by the reintegration committee to the identification of specific logistical challenges, such as the handling of food deliveries, there is fear of recidivism about reintegration programme, the ministry faces the challenges of corruption and the ministry faces the challenges of policy inconsistency by political leaders.While the result of the Key Informant Interview reveals that there have never been a challenges of corruption in this ministry, because the governor is the pioneer commissioner in-charge of all funds and project that have been given. The study concluded that captive farmers liberated from the Boko Haram expressed their immense appreciations for the role played by the Borno State government in the provision of basic needs. Despite the significant roles played by the government there are challenges of poor quality of pre-registration data collected by the reintegration committee to the identification of the handling of food deliveries. The study recommends that Federal government and Non – governmental organization should assist Borno State government to increase the funding of the reintegration programme due to the increase in number of the captive farmers returnees in Monguno Local Government area.
